The Ministry of Transport of Belarus proposes to amend the procedure for obtaining permits for international road carriers

Belarus is considering adjusting the procedure for distribution, issuance and use of permits for road carriers.


The Ministry of Transport published a draft document for public discussion. The amendments concern the Instruction, which regulates the distribution, issuance and use of permits for Belarusian vehicles to travel through the territory of other countries in the course of international road transportation.

The document also establishes a new deadline for submitting the balance sheet to the Transport Inspectorate - until April 30, while previously the deadline was June 30.

The list of information to be specified in the list of drivers engaged in international road transportation of goods is clarified. Drivers on the carrier's staff are included, while for sole proprietorships the number of drivers is limited.

Also, the deadline for sending documents to the commission for consideration of draft decisions on issuing permits for motor carriers and ECMT permits is increased by five calendar days.

One of the proposals in the document is the expansion of the list of cases in which a motor carrier can refuse the issued permits in favor of a certain legal entity. The situation when this legal entity is the founder of the carrier is included.
