The implementation of the Mobility Package (MP) in the EU has been phased in over several years. In 2025, important changes affecting logistics and working conditions for drivers will come into force.
The Mobility Package is designed to harmonise working conditions for drivers, improve road safety and eliminate unfair competition. It regulates working hours, rest, business trips and drivers' return to base. The new regulations will also affect the transport of vehicles weighing between 2.5 and 3.5 tonnes - from 2025 they will require a licence.
Key innovations from 2025:
1. Increased controls and tachographs
- Inspectors will check tachograph data in 56 days instead of 28.
- The use of second-generation smart tachographs (Smart Tacho 2), which record border crossings and loading and unloading operations, will become mandatory.
2. Changes in working time and rest rules
- Regular weekly rest (more than 45 hours) is prohibited to be spent in the cab of the vehicle.
- Drivers of international flights will be able to take two reduced weekly rest periods in a row, but must then compensate for them with rest over 45 hours.
- It is permitted to increase the daily driving time by 1-2 hours to return to base, documenting this.
3. Stricter requirements for tachographs
- New tachographs must be installed by 18 August 2025 and will allow remote monitoring of up to 25 parameters.
Transport companies will have to rethink logistics, improve working conditions and implement modern management systems (TMS) to comply with regulations and reduce the risk of fines, which can reach up to €30,000 for driver rest violations.
