 From 1 June, a mandatory guarantee for transit transport will be introduced in Georgia

Starting from 1 June 2025, Georgia is moving to a new stage of customs regulation - NCTS Phase 5. According to the Revenue Service of the Ministry of Finance of Georgia, all transit shipments through the territory of the country in the direction of states participating in the Convention on Joint Transit Procedure (CJT) will be accompanied by a mandatory customs guarantee.

What this means for logistics companies

This change affects all operators planning to transit through Georgia - including Belarusian companies building routes to the EU, Turkey and the Middle East using Georgian infrastructure.

In fact, this means:

  • it will be impossible to move transit cargo without a guarantee;
  • the cost and complexity of logistics planning will increase;
  • the risk of delays in border clearance will increase.

Export shipments already under the new rules

For exporters from Georgia, the requirement for a guarantee has already come into force - from 1 May 2025. Now the same rules apply to the transit flow passing through the country.

How to minimise risks

The Georgian Revenue Service recommends the use of TIR Carnets. This offers several advantages at once:

  • simplification of customs clearance procedures;
  • reduction of transit guarantee costs;
  • reduced waiting time at borders;
  • unobstructed passage along the route through Georgia.


What is NCTS and why is it important

NCTS (New Computerised Transit System) is a single electronic system used in EU and CCP countries to control international transit.
The transition to Phase 5 means full digitalisation of the process, stricter control of cargo flows and stricter requirements for participants.
